Fluke 23 Series II Multmeter

My Fluke 23 Series II, will not work on VAC setting. All other functions seem to work. I get a wearied reading of 4 or less voltage instead of 120V. Does anyone have an idea of what I can check. Here are the items I have checked.
1. I have replace the nine volt battery.
2. I checked the two fuses and I get a beep.
3. Cleaned off the contacts on the rotor dial.
