I'm not understanding this charger circuit and thermistor pleas explain

I was under the impression that a thermistor is attached to one of the li ion cells?

The part number the schematic calls for is a smc chip?? NTCS0402E3103FLT

Also has anybody use this chip beforeLTC4162?
