I would say NO, because this board doesn't allow manipulation of the P30 and P31 pins for propeller programming.
If you were skilled and felt like living on the dangerous side, the USB FTDI chip could be re-routed by cutting the props p31/p30 traces,
and soldering jumper wires to go to the mini breadboard, where you can attach a SIP module. https://www.parallax.com/product/32420s
But very good skill with a razorblade and a fine point soldering gun with fine solder would be needed.
The J5 header has the reset line available which would then go to the CTS line on the sip module.
But then you are totally reliant on those jumper wires to program, if the wifi were to not work, you would be forced to purchase a PropPlug
