Ethernet Bootloader?

Hi! We're looking for some contract help.
The project: An ethernet bootloader for Propeller 1 via a Wiznet 5500 chip. The connected EEPROM is 128k, so there's room to cache and verify things. Of that 128k, 32k is the main program, 32k is user data, leaving 64k available as a scratchpad. Currently I have about 1500 longs free.
Ideally, the Prop could run a very small web server (our main application uses just 1 UDP socket) which would allow a file to be uploaded, verified and then rebooted via a simple webpage. Second preference is a small Windows GUI which can identify a connected system on the network, then allow the user to select and push firmware.
