74HC595 Wiring Question

I am using a basic Stamp 2 - driving three 74HC595 chips - which in turn drive Four 2803 Darlington chips with 24 LED's on them -
The LED's are intended to simulate Aids To Navigation (Buoys etc.)
Question on the wiring - seems to me I saw way back in the forum that the 74HC595 should have some resistors and capacitors on them somewhere - but can't remember where or where I saved to printout
I have a 10k resistor on pin 12 (Latch) of the first chip - seems to be working - but is there anything else I need?
This is my first project after reading the text a bit and struggling to get used to a new language (I used to do Ladder Logic on large industrial systems of over 1,000 I/O - but the Stamp is taking some getting used to)
