Yes, it should work. I just installed on a Windows 10 laptop, and programed a BS2px chip.

Make sure you get the latest copy of the program and drivers at:

https://www.parallax.com/downloads/basic-stamp-editor-software-windows, and install the drivers when asked.

I runs fine through my USB 3.0 connector, but sometimes you have to change to USB 2.0, (non blue connector)
