Hackable Badge GUI information?

Not to overload the other thread that deals with the Badge GUI program, I thought that I would create this one. I guess what I am looking for is some information as to what I would need in order to create an App that would, I guess, basically program the Badge?
First, I need to discover what I would need, a GUI developer, something that converts Spin or PropGCC code, and something that loads the code to the Badge to make it run. I am still not sure what the best approach is to making a usable GUI App, Jon in another thread, mentioned B4J, a Java based application. It seems that the Apps that are created can be run in Windows, Linux, and OSX, I think. So does anybody have any other suggestions as to an easy to learn and use GUI application creator.
The middle part has to do with the code itself to make the Badge work. How is the Spin or PropGCC code dealt with within a GUI program? Which leads to the third part, how do you get it onto the Badge and make it run, from the EEPROM I guess, within the GUI App.
I know that probably anybody that deals with this kind of stuff probably has there own favorite GUI creator, but this is all new to me, all suggestions will be welcomed. I have dealt with Visual C#, I thought their method of creating a GUI was pretty straight forward, need a button move on to the screen area, and so forth. But I think that C# does not create an App per se, but a full workable application which is only good for a Windows platform.
