dowloading basic stamp

I'm having trouble downloading Basic Stamp Editor to Windows 8. https://www.parallax.com/downloads/basic-stamp-editor-software-windows
The 18.4mb file will downloads but doesn't do anything after installing.

Did it unZIP? If so, did it leave an icon?

thanks, but had issues with that computer and got everything going good with another machine.
