Does anyone know of a good Rx/Tx setup that will work with the Elev 8 version 1 that will not break the bank? I bought a used Elev 8 and need these items but the setup Parallax sells, although very nice, is just out of my budget right now. Thanks for any links and insight!!

Is the OrangeRX transmitter only temporarily out of stock, or is it discontinued.
Thanks

Discontinued. They've been replaced by Spektrum brand parts, 730-80300 and 80206

So what is the difference in Mode 1 and Mode 2 and is this a decent setup for the money?

Mode 2 has the throttle and rudder on the left stick. This is the normal setup for North America. I strongly suggest getting a mode 2 transmitter.
The set you linked to looks good.
I think I'd be inclined to use one of their "Orange" brands since they're compatible with Spektrum gear. I personally have Spektrum stuff already but I suppose if one didn't already use Spektrum gear the Turnigy tx and rx would be a good choice.
You can use extra channels to control pan/tilt servos. You'd just connect the servos directly to the extra channels on the receiver. The control wouldn't need to pass through the control board. The problem is these extra channels are usually switches so you wouldn't have much control. The switches would probably just let you move the camera from one extreme to another.
Also, Does anyone know where I can get an ESC programmer?
You can use a Propeller board to program an ESC. There are two programs available to do this. The first of these two programs may be found here. The second program is attached to the post just after the post linked.
