Propeller Activity Board power switch

Awhile back, I had an Activity Board whose switch, when put in position 1, turned on both power lights and powered the 3-pin servo headers. Thinking that the switch might be defective, I replaced it; but that did not fix the problem. So I just continued to use the board as-is.
A couple days ago, I started a new project with a new Activity Board. The switch sequence worked fine when the board was powered from the USB port. Shortly after I added external power, though, it began to behave as the other board did and continues to do so, regardless of how it's powered.
Based upon my prior experience, I suspect there's something else going on besides a bum switch. I looked at the AB schematic, but can't identify another failure mode to cause the odd behavior. Has anyone else seen this? Were you able to fix it?
