When quoting someone, the rich text editor, by default, does not have ability to add a new line before nor after the quoted text. It can only edit what's inside the quote box.
One has to revert to source code editing to add a line break instruction to the source code outside of the quote box. After which the rich text editor can then be used to add further new lines outside of the quote box.

On this one, I just hit the quote button, arrowed down and got a blank line.

I was not able to arrow up to get the same. That line needs to be there in advance.

Ah, I've worked it out. I've been using middle mouse button to make the action open in a new browser tab. This means the quoted post and editor are not at the bottom of the topic page. For some reason this also seem to change the behavior of the editor.
I can see Chip has been having a similar issue with his posts.
And it makes perfect sense. Something in the script is taking focus away from the box on Android. Well, Chrome on Android. I suppose I could try other browsers, and the broken "Internet" one.
Then again, it works. I can type stuff, people can see it. More is good, but that's enough.
