New Forum Issue: #latest and the back button

There's a bug with the #latest feature: say there is a multiple page thread:

And your latest view is on Page 2. You click on the thread title, and #latest takes you the middle of the page. Great.
Then you click on a picture and the link takes you to view the big version of the picture. Great.
Then you click back in your browser, and it takes you to Page 3. Bad.
It should take you to the same place you left.

The forum software appears to append #latest at will. I found an image on page 2 of a 3-page discussion, marked to me as being read. Clicked the image, clicked back, and was returned to my spot. Clicked back again. Should have gone to page 1; went to the "latest" on page 3 instead, a page I had not visited.

Go to #latest which takes you to page 2. Then refresh the page, and you end up on page 3. Refreshes are expected to be idempotent, and #latest breaks that.
