Is this just a resistive dimmer or do you think it's some other type of circuitry?

Yes all white LED's start out as blue LED, with remote phosphor added in the epoxy coating.
Use something like this.

To dim a led light from old fashion 115v triac wall-switch complicates everything as it cuts out the power instead of sending a pwm control signal.
The 60Hz is to low for LED and you will see flickering, so the circuit needs to "read" the triac as to see what dim level you want
but also need to store enough energy so the dimming can be done at 1KHz+ instead.
