GSM is 850MHz, 900MHz, 1800MHz, 1900MHz. If you have a quad-band GSM phone or gadget then those are the frequency bands it handles. And as Gadgetman said - timezone doesn't matter, what matters is if your particular phone device supports one (rare), two, three (common now), or four (also quite common now) number of bands.
But 3G and up is an entirely different matter. As an example, GSM (any frequency) doesn't work in Japan at all, but 3G does. UMTS uses different frequencies, even though it's based in part on GSM (although it may re-use some GSM bands in some countries).
And then there is LTE which is just chaotic when it comes to frequencies. Country-to-country incompatibility.
I gave up waiting for the GiffGaff Pay As You Go Micro-SIM I'd ordered, and ordered one from O2, which arrived today. It was a bit fiddly inserting it into the slot, but it is now working OK.
I've switched off the Wi-Fi and am now using a 3G connection, which is working very well.

They gave me an extra Wi-Fi hot spot router, (for free) that covers my whole yard, ( 1.5 acres). Two channels, one Private and one Public for hot spots. The are over a million Wi-Fi hot spots in my area, (Connecticut, New York, New Jersey), so I never have an outage.
I have been using this device on-site and found it to be very useful. I currently have a SIM with zero credit and am having calls forwarded from my Galaxy S5 which remains stored in a safe location and permanently connected to my portable charger. My S5 is also a WiFi hotspot for the Neptune.
I use the Zello "walkie-talkie" app to stay in contact with my colleagues in Europe and USA (I'm in UK) and keep the Neptune in my shirt pocket (detached from the wrist strap) and never miss a message.
I am retrofitting control systems to older machinery and need to get in to some pretty tight areas to identify existing wiring labels, etc., the camera/flashlight of this unit make things much easier.
My wiring lists are now on the Neptune so I am not constantly shuffling through papers.
This thing can be a remote IP camera or a tracking device (using Prey for example). I think I need at least one more :-) !
First impression is that the wriststrap must have been designed by someone with very, very thin arms. It's painful to wear!
Second is that it doesn't seem to support WPA2 PSK security on Wi-Fi...
it has abuilt-in 16GB uSD card, but the camera defaults to store in internal memory instead.
The flashlight app works...
It runs 'droid 4.1.something, so probably doesn't support USB OTG.
I may try to install the app for the Deeper Fishfinder later.
