Some IC that can double a pulsecount

Hello!
Im not sure if this is the right forum for this, but i try anyway.
I have this old Server, that uses a smart fan controller. The fans are old, spins very fast and are loud.
Todays fans are much quieter and also spins slower, and move sufficent amount of air..
So the idea is to change to the new type of fans. The problem here is that the fans fault thresholds are hardcoded into the firmware of the controller and it will generate a faultcode if it drops under 1080rpm..
I was wondering if there is somekind of simple IC that may be able to just double the amount of input pulses to an output. IE one pulse in, two out.

You could also program most any micrcontroller to output two quick pulses for any pulse input.
