Electrical problem with BS2

When I place my BS2 onto my carrier board I don't see any power from the Vdd and Vss pins. I detect power on the VIN and VOUT pins. When I move the BS2 to the development board all is well.

    The BS2 can be powered in one of two ways. In both cases, Vss is the ground connection. In one case, you provide a regulated 5V supply to Vdd. Vin is not used. This is what is done on some of the development boards. In the other case, you provide an unregulated 6V-9V supply to Vin. This uses the regulator built into the BS2 module. Vdd provides a limited regulated 5V output (up to about 40mA). Look at the schematic (https://www.parallax.com/sites/default/files/downloads/BS2-IC-Schematic-Rev-J_0.pdf) for the BS2 for details. This is what is done on most of the carrier boards.

    What carrier (and development) board are you using?

    So if I see power on VIN and VOUT but do not see power on Vdd and Vss, I can only assume my BS2 is broken?

    What's Vout? The boards I'm familiar with have Vin, Vdd, Vss ... no Vout.
