Private Message From a Guest

I received a PM yesterday. I noticed at the time the person has zero posts but the formatting of the name in the corner of the PM looked like any other PM I received. Yesterday there was an open text editor below the PM like usual but today when I went to reply to the PM, I'm not given an option to enter text. I also notice the "Posts 0" line was gone and under the user's name was the word "Guest".
It sure seems strange a guest can send PM's. I don't mind getting a PM from a guest but now I have no way of replying to the message other than starting a forum thread and hoping the guest sees the new thread.
This guest asked me about the Eddie firmware I'm working on and I'd like to reply to their questions and ask for some clarifications about their hardware.
Any suggestions on how to reply to this person?

I'm trying to research this, but it seems beyond my ability to track users that may have been banned, deleted.

This is what I'm seeing.
If I'm not able to reply directly, I'll start a thread in the robot forum and add a link to the thread from the OPP#8 thread.
My assumption was correct. We had an improper setting on our end that allowed members who registered, but not yet moderated to send PMs. WebDev has since corrected that. What happens is that if someone's account is removed (as happens when their registration is declined) any messages they have sent become set to "Guest".
Any idea why this person's registration was declined?
He seemed genuine to me.
He said he has Eddie hardware (at least the control board) and was hoping to control it with a joystick. I believed him.
