I am surmising that as it has an RS232 interface and going by a couple of other pdf's, combined with the appropriate software it can emulate some PLC's as well as manually controlling via the switches and banana sockets various test beds for pneumatics, hydraulics and the like.

Quite likely input/output simulator for some control system. We used to use them on industrial PLC trainers. An easy way to quickly hook up a few inputs and outputs for the training exercises.
