why does the post message form doesn't have all the buttons insert code etc anymore?

Hi,

why does the advanced editor not show all the buttons for inserting pictures, quote, insert code etc. anymore?
is it on/off-switchable in the new forumsoftware?
Or is the new forumsoftware the older one who doesn't have these capabilities?
