Generally, a Walmart store will have a special section for clearance items. Ask someone working there, they will know where it is.
Each department will get an overhaul (they call it "resetting the modular") at least once a year, but each department will do it at a different time and it will also vary from store to store. This is when new items are added and others are discontinued (and everything gets rearranged, much to their customer's annoyance). Those are generally the best times to find good deals in the clearance aisle.
You can try asking an employee in the electronics department (or whichever you're interested in) if they know when the next reset will be in their department.
But we found these yesterday on the wheeled clearance racks right in the front of the store, mixed together with soda, Twizzlers, hair clips, and all the other mustgos.

I'll go check our local one tomorrow.
I've never seen items marked down that much at any of the stores around me.

In April, these were discounted to $7 on an end cap in the toy section way in the back of the store: http://forums.parallax.com/showthread.php/155021-7-Hexbugs-at-Walmart
