    Engineers do what management tells them to.

    Toss the management in jail when these problems come to light and you will see REAL changes occur in how a company does business.

    I would also tie the CEO's compensation directly to product recalls...any recall...no compensation.

    Hmmm. But it seems the current CEO of GM is dealing with a mess that was the legacy of a previous CEO. That seems to be similar to what government does... the Director of the the CIA resigns, and then the new Director of the CIA can claim ignorance. Plausible deny-ability? The creation of plausible deny-ability should be a criminal offence. It certainly seems to be an accessory after the fact crime.

    They can still be acused and prosecuted for their dereliction of duty after they quit, but for one reason or another, that doesn't seem to happen in GM or the CIA...

    The folks at the top look out for themselves. That's why presidents grant pardons to predecessors, crooked politicians, bankers and stock market fraudsters are rarely prosecuted, and heads of large corporations are not held responsible for what the company does.

    And they can afford the best lawyers.

    The vast majority of companies are publicly held...and as are politicians...so the shareholders/voters can and do vote for change.

    The state of business is what the public wants...as is politics.

    If you want change, you must work for it to happen because it will not happen by itself...too many people benefit from the status quo.
