Parallax Software compatibility to Windows 8.1

I have a few questions about the parallax software being compatibility with windows 8.1

1)Can the Basic Editor and the Propscope software run on Windows 8, Windows 8.1 and Windows 8 pro ?

2)I am thinking about investing in a laptop computer. I know that the laptop computers do not have the ability to insert CDs/DVD into them.
It is possible to download the Basic Editor and the Propscope software directly from the parallax website to use the Propscope hardware and the education board
instead of using the CDs?

Not sure about Propscope, but yes and yes for the PBasic editor, downloading is only the way to fly. CDs are rare these days, also software versions change so fast that it's best to download the latest directly from http://www.parallax.com/downloads/basic-stamp-editor-software .

Propscope software at http://www.parallax.com/downloads/propscope-usb-oscilloscope-software . Says Win7 compatible, which bodes well for Win8, but wait to hear confirmation from someone smarter than me.

Most full-sized laptops still have DVD drives. Netbooks & Chromebooks don't. And Chromebooks can't run the editor.
