when powering on the switch in the 1 position both lights 1 and 2 come on. How do I fix this.

    If that is happening then it sounds as if at some point a wall adapter with an output greater than 9V was connected to the board. This would have damaged some switching transistors on the board. It's probably not something you could fix on your own. You would probably have to send the board in to Parallax for the repair.

    What is the chance that something shorted as a result of static because the board is exposed.

    That is possible...so you did not connect a wall adapter to the board at any point?

    I think it's a defective switch. I've got a Prop BOE with the same switch that does the same thing.
