These are led controlling IC's that follow on from the popular WS2811's (used inside WS2812(b)'s). They are starting to appear on the market.
They accept a ttl version of dmx protocol, which could be a bit more "serial" friendly. I don't know whether the basic stamp could drive them.
There are a couple of led strands with them inside too, but haven't seen led strips appear just yet.
