Turn and Travel Command for Eddie Not Working

Hi,
I posted a similar post a few months back and was able to resolve the issue. However a similar issue has shown up again and what I did last time is not resolving it this time.

When I use the Propeller Serial Terminal to issue a Turn fef1 4b command the Eddie should rotate 271 degrees. However it turns less then 180 degrees. It seems that no matter what value I put in for the angle of the turn command, the eddie turns the same amount every time. I am using firmware 1.3, and the encoders are correctly hooked up.

using the watch 0 command when you first open the console makes the rest of the commands work correctly.
