Analyzing RF signal strength and quality?

So, I would like to be able to analyze RSSI and BER, basically signal strength and quality.
What I have is:
BS2PE
A telit modem
A program that measures signal strength at the gsm 900 and 1800 MHz frequency.
A program that can send data over the above frequencys.
I could just use a smartphone, but I figured that why not learn something at the same time (plus I have an iphone so havent found a good app yet). Now I am not the one that built or programmed the above, I just received them and got told by my boss to figure the things out since I suddenly became casted as "the expert" at my work. And to make it harder all of the comments in the programming (and everything that one can name) is in Finnish, a language I only speak thru the help of google translate.
I was thinking of starting with the BASIC Stamp Syntax and Reference Manual v2.2, http://www.parallax.com/product/27218.
But will I need the StampWorks manual, http://www.parallax.com/product/27220, and the Getting started with XBee, http://www.parallax.com/catalog/books? Cuz I dont actally have a XBee, and the odds of convincing the boss of getting one when we have a fully operational modem is slim to none.
So, help me getting started.
