Air Temperature Alert

I would like help developing an alert mechanism that would turn on a yellow light when the air temperature is >32°F and ≤ 50°F and would turn on a red light when the air temperature is ≤32°F. I would like to use a light system similar to the center one shown in the advertisement at this link -

Only one light would be on at a time and no lights would be on when the air temperature is above 50°F. A small display to show tempeature so the unit can be calibrated would be helpful. I see this as a unit that would stand in the middle of the shop with an electrical cord to an outlet, however, if you have a better suggestion for a light system that would use rechargeable batteries I would like to hear that also. Any alternate light should be easily visible from all directions and from approximately 100 feet.
I have no idea what microcontroller, temperature sensor or programming to use. If someone can help me with a parts list, some assembly instructions and programming I would appreciate the help. If you want to propose a unit that you would produce and sell I would consider that also.
Let me know how much it would cost for the help and contact information. I will be paying for the intial build from my own pocket but if it works I can probably get the company to reimburse me and possibly build/buy multiple units.
