I'm pretty sure it has to be enabled before it will work, at least, that's the way the 3231 works. I don't think this chip does much of anything until after the initial programming. Also, are you actually using a pre-built board (module)? I can't see where you have mentioned anything other than DS1307.
Well, what I would do is disconnect everything, remove the battery, short the battery connections (+VBat to ground), power it up with no battery, and try one of the demo programs. If that doesn't work, then there's probably something wrong with the board and you should complain to the seller.
Keep in mind that this board, probably made in China, fully assembled with eeprom and battery, was sold for $1 less than the 1000 quantity price of the DS3231 alone.
IIRC, you must set the time on the chip before trying to read it. I think I tried several different DS1307 chips before I realized this.
