My guess is it would work if you can get the Prop Tool installed. Most USB 2.0 will work with USB 1.1 but at a slower speed.
If your computer is old enough, it might have a real serial port. There's a schematic in the Prop's datasheet showing how to program the Prop through a RS-232 connection by using a couple of transistors and passives. This could be an alternative is for some reason the USB 1.1 doesn't work (though I bet it does).
It should work fine physically with USB 1.1, but slower. The only issues might be if you are using an older OS, such as XP without proper driver updates. You may have to install an updated USB to Serial driver.
Personally, I would consider just installing Linux Mint or Ubuntu on an older machine which includes the right drivers. Apparently Ubuntu 12.04 LTS doesn't support BST, so I switched to Mint.
I use my old laptop computer when working with QuickStart and another board. It's so old it only has USB 1.1 but it works perfectly fine. Running Linux though so there's no worries about drivers (built-in).

What do you want to do? Use the Prop as a USB host?
I have a very old computer and the USB is just USB 1.1
I want to program the Propeller using USB 1.1 instead 2.0 .
