Looks to be an adjustable tilt sensor, perhaps an analog sensor + adjustable comparator for digital output. Thus, a pricey replacement for a ball-cage or mercury switch: http://www.ebay.com/itm/Arduino-robot-kit-Angle-detection-Sensor-Switch-For-MCU-/171020956331?pt=LH_DefaultDomain_0&hash=item27d1a4b2ab
Guess that's what you need if you can't find a mercury switch. Which you can still buy all day long from Ebay China, though. Illegal or not. http://www.ebay.com/itm/New-5pcs-Glass-Electric-Mercury-Tilt-Switch-0-3A-20V-101-/330733833715?pt=LH_DefaultDomain_0&hash=item4d0145cdf3
