Propeller Quick Start Board (rev A) start-up problem

I have this Quick Start Board (rev A) with the simplest program (light up led) in EEPROM. It works fine with USB plugged in for power.
When I switch to powering the board with 9V battery on VIN (J1 pin 40), it sometimes works, sometimes doesn't. I put a 100k pull-up resistor between (J1 pin 40) and (P31,RX of propeller). That doesn't help either.
Is it an inherent board design issue or just I got a bad board. Any similar experiences or solutions?

I use four NiMH cells to power my QS boards regularly.
I have a bunch of QuickStart links in this thread. Post #29 of the thread shows a battery pack connected to the board.
I'd be very surprised if your board is bad.
