I know Parallax sells the 4-40 Nuts, Bolts and Washers individually but does anyone know where I can buy them in bulk? EBay has screws and nuts but not much for washers or bolts. I would like to find a kit of all of them together if possible.

I get bulk plastic hardware from MicroPlastics.
Because I use them a lot at work, I use McMaster-Carr for most metal hardware or things I can't just pick up at OSH (the OSH near me has an excellent selection of standard and metric hardware).
If you ever saw a bolt and thought to yourself, "what the heck kind of bolt is that?", it is probably carried by Fastenal. Also, in the last couple years, they have really improved their website and their market-share of casual internet hardware shoppers. They of course have tons of normal stuff, but they have some really crazy hardware as well.
Both McMaster-Carr and Fastenal have good picture based search and category pages so it make it real easy to find what you are looking for even if you plan is to find somewhere else to buy it.

Parallax has 4-40 lock nuts which are hard to find locally, so I usually buy some when I place a Parallax order.
Bookmarked! Thanks for posting this Phil.
Small and local, try ACE hardware (sometimes lowes or home despot). ACE will also usually have this size in nylon as well, great standoffs for GG USB and C3 boards.
Whatever you want and how much you want, kits etc as well, McMaster-Carr www.mcmaster.com/ or places like Copperstate or Grainger.
McMaster-Carr is my preferred goto if I need to order it..

Ace Hardware is my source... three stores within a couple of miles.

Alas, stock comes and goes, and for the hardware I use a lot -- 4-40 nuts and related screws -- I get those from a local wholesaler so I have a reliable source. They have a $10 line and $40 order minimum, but the prices are much less than that of mail order. It also helps not to have to ship it, because steel hardware is heavy. If you need more than just a box of 100 or so I recommend finding a local wholesaler beside Fastenal (their prices are too high IMO), and the Seattle area has dozens.
If your hardware needs to be ROHS compliant be sure to note that with the sales person. They have substitutes for standard zinc plated parts, which are not compliant. Most of the better outfits have trivalent versions of everything, usually at not much more than the zinc parts.
A competitor to MicroPlastics is Volt. They're within a few miles of one another, but I don't think they are related, at least not any more.
