Having problem uploading file prop_backpack_TV_terminal.binary to Propeller Backpack

I'm following the instructions in the Backpack manual:
"To restore the TV terminal firmware, download the file prop_backpack_TV_terminal.binary from the
Propeller Backpack product page and upload it using the Backpack Loader. Do not use the Propeller Tool
for this step! Make sure to uncheck Overwrite Bootloader when you do this, and upload the file to
EEPROM."
But that does not work. I'm using a Prop Plug into the Backpack (and it's properly powered). I fire up the "Propeller Backpack Loader v1.2 (with CLEAN v0.34). I select the programming path = Prop Plug. I select Load ROM. It pops up a dialog "Please locate the Spin compiler, propellent.exe, v1.2 or greater." I select the file "propellent.exe" v1.5 dated 7/26/2012. It displays an Information dialog "Propeller chip version 1 found on COM8." I click OK. It reports "No propeller chip found on any port, or wrong Propellent version."
