This can be done with a BS2 Boe Bot, EasyBluetooth and an Android phone. Nothing new here.

It also can be done with techBasic on an iPhone and a TI CC2540 Mini Development Kit. Yes, you can do lots of experimenting with an Android phone that you can't do with an iPhone due to Apple's restrictions, but some things do work. Bluetooth 4.0 Low Energy is supported and a number of microcontroller manufacturers are getting on the bandwagon including TI. Nothing wrong with rfduino's KickStarter project. It looks like a nice design, but you can do one yourself if you want and there will be others.
