We are stuck. Our inputs are randomly high and randomly low. This is without changing any wiring.

    I'm sorry to hear that you are stuck. You haven't given much information. Generally when inputs appear to fluctuate randomly, the reason is that they're floating (not connected to anything) and, because CMOS inputs are very high impedance, small changes in the electrical charge on the inputs can result in changes in the input state. Perhaps a wire has loosened. Perhaps something has broken. Generally for help, we expect some information about the device in question. This includes schematics of the actual wiring (not what it's supposed to be), copies of code involved, a description of what the device is supposed to do, perhaps a picture, and a description of what it actually does, etc.
