Stepper motor form factor (e.g NEMA 17)

Most designs using stepper motors seem to use bipolar NEMA 17 or 23. But the prices and specs for NEMA 17 motors vary pretty widely. For example I've seen motors with 29 oz/in, 200 steps/rev and 68 oz/in, 400 steps/rev both listed as NEMA 17. So it sounds like a form factor, not a power or accuracy rating.
This strikes me as somewhat confusing and I'm wondering if like RC servos there's ratings that are consider standard or heavy duty?

Nema 2 and 3 digit codes have different meanings.
