Are there any readily available i2c and spi (pc based interface) debuggers/controllers available that won't break the bank?
FTDI has some samples that use the 2232h module, but it would take a bit to get up to speed with those.

they can do jtag, avr and pic programming 1mhz logic analyzer, 2khz scope, along with i2c, spi, uart, 1 wire-3wire debugging. also has a pwm generator and frequency counter ooop almost forgot can "debug" ps2. the thing is they wont work as a plain ftdi cable if thats what you want...
