Is the Windows software (RGB LED Matrix V1.0) available as shown in the picture?
Tim, you don't actually need the PC software to use the modules. You can use the modules sending signals from Arduino and Propeller (you'll see sample code for each case).
Since you have a Propeller chip, you may also be interested in playing with the module firmware (this would be considered as a more advanced use). To play with the on-board Propeller, you'll need a PropPlug which hopefully you'd already have for other Propeller projects. If something goes wrong you can reload the original firmware using SimpleIDE or Propeller Tool.
Now, once you have the PC with the PropPlug connected you may find the PC software helpful for generating some graphics or even restoring the original firmware.
