There are many choices for PIR sensors, ranging from simple detectors to these self-contained modules with a whole uC & timer on board:

This type has two pots onboard to adjust sensitivity and trigger timing, and the first one mentions a photosensitive option. That would make them pretty similar to security floodlight circuits. At ~$2.70 shipped, they are cheap enough to try, and in some applications they would not require a seperate controller.
You can be sure I'm getting one ASAP. With China shipping, it's just in time for Halloween special effects...
