Cant Open Port; In Use on PPDB

I recently sold my old computer, to get a new alienware x51, so I am using a DELL netbook to connect to, and program, my Parallax Professional Development Board. The ports were working fine, until just recently. It says

Port:
COM3

Device Type:
cant open port; in use.

and all other fields are blank.

What should I do to resolve this? Help would be much appreciated. Thanks!

    Will the netbook work with any other usb adapter?
