Just use the Prop Tool and "Load EEPROM" to load some program into it...
I'm pretty sure everything would have to be working for that to succeed...

Yes, load a program into it with F11 or just check the Prop using F10 to load into RAM. What kind of problem are you experiencing?

Trying to run the fm transmitter file from this forum also tried the am transmitter spin files. Both said they loaded but don't seem to be able to receive any signal on pin 16 on a normal radio at 97.5 MHz which is what it should be on

One simple way to make sure everything is working is to run a simple program with "fullduplexserial" to do something like transmit the "A" character every second or so...
Use the built in Propeller serial terminal to see if it is really transmitting the characters...

Are you really trying to recieve a signal on Pin 16? It's probably the transmit pin.

What kind of hardware are you running this on; Demo Board, PPDB, Proto Board, bread board? There are simple demos for the Demo Board to verify if it working properly.

As always, if you want a specific answer, you must provide specific details, such as a link to the exact Spin Code you are trying to run. Use the Propeller tool Archive function to upload the zip here.

BTW "P16" is actually pin 21 on the 40 pin dip if you read the Data Sheet.
