California's central valley has lethal 'tule' fog at certain times of the year. It would be an excellent market entry point for this type of automatic navigation as the driver simply cannot see the car in front of him. Similar problems occur in snow in 'white out' conditions.
Whenever fog conditions were present, the police could just set up check points to establish convoys. As it is, there are incidents where huge pile ups occur and emergency rescue vehicles are unable to get in to rescue the injured.
