It depends on the development board and what connections it offers.
For programming, the BS2 only requires a power source, either regulated 5V or unregulated 6-9V, and an RS232 voltage level connection to the PC, serial transmit, serial receive, and DTR (data terminal ready). The DTR connection works better if there are a couple of capacitors as shown in the Basic Stamp Manual, page 28.
Most development boards will provide the regulated +5V, but often provide the serial connection via TTL voltage levels which won't work without some extra hardware.
