I'm using the RSSI output on an XBee in loop back mode with a constant stream of data being sent to it via the loop back function in X-CTU. As a test things went really well. The lower powered XBee work well for this and if you have some old ones laying around they will come in handy.
I also should mention that the 2.4gHz in my office is very congested, and it didn't seem to effect it much at all. Since this works so well with only a few minutes invested I'll be making a directional XBee antenna so the robot can find and steer toward the XBee beacon.
