"EEPROM programming error on port COMx"

Hi,
I've been working with the prop recently and I was programming it (the EEPROM) today, and this message popped up:
"EEPROM programming error on COM27"
I have no idea why it is saying this, maybe I need to restart my computer. I am currently using prop tool v1.3. Anyone have an idea what it could be and how I could fix? I might just be a simple restart, haven't tried it because it takes such a long time to boot up my computer.

A little off topic, but if your computer starts up slow, you should probably get Ccleaner and run it to clean up a bunch of junk from your computer as well as disabling unneeded startup programs in your msconfig
First of all -- Have You attached any EEPROM to Propeller (Propeller don't have any internally)
Second -- That EEPROM need be at least 32KB else more but never smaller.
As Tim said, it's easy to get the wiring wrong when using an EEPROM on a breadboard. The wrong size of jumper wires will also cause problems when used on a breadboard.
Do you have a multimeter to check continuity to each EEPROM pin and where it's supposed to connected?
You have a 10K pull-up resistor on the EEPROM's data pin right?
