Sending data through a usb to rs232 converter

I'm trying to write a program in visual basic that sends information through the usb port. The data must travel out the computer's usb port, be converted by an rs232 to usb converter, and then be received by the basic stamp. Can someone PLEASE direct me to a tutorial on doing this or guide me in some way? Thanks.
