is it possible to connect parallax rfid 28440 to pic16f877a? to write data in tags?

Hello,
Yes, you can connect the RFID Read/Write Module to a PIC via the SIN/SOUT pins, which would connect to the TX/RX pins on your PIC. Based on the example code you should be able to write some code for the PIC to talk to the module. I hope this helps.
