I think the concerns with SOPA centered around issues involving freedom of expression, free speech, etc. whereas this bill seems aimed at forcing your local utility company to install safeguards against at least low-brow hackers who might try to melt down your power company's generators or open all the flood control gates on the nearby dam. I'm guessing a lot of local governments, especially in smaller communities, don't have such safeguards.
"hey, we want to keep you safe, so we will make big companies keep you safe, oh, and by the way, copyright protection has changed as well"...
