Hard to tell how many servos are installed.
May be metal. plastic, or heaven forbid, plywood with a routed edge!

Looks like an old Lynxmotion arm (or a copy).
If all the servos are Hitec 422s then it's a bit underpowered. But, that's not a bad price if it's in good shape. It looks like an SSC-32 controller.
