A mobile / cellular phone needs a base station to communicate with another phone - right?

Years ago I had this idea of low power mobile phone network using base stations randomly distributed inside new cars at zero cost to their users. Each such car should have a small mobile phone system base station built directly inside and powered by the very same battery that starts a car. Imagine at any time of the day a random distribution of small base station equipped cars forming an ad-hoc mobile phone networks created at will, and without any towers. Then imagine a traffic of moving 'cell-cars' acting as mobile repeaters while talking and transceiving phone calls to their closest moving or stationary neighbour...

Now, a fellow from Australia is proposing something along the same line perhaps making my vision a step closer.
